  24.                               WHAT IS FINCEN?
  25.                   (The financial crime enforcement network)

  27.              As part of the trust to monitor and control the American
  28.           people, the Bush Adminisadon has established the financial
  29.           crime center (FINCEN) in Arlington, VA, whereby through the
  30.           use of sophisticated computers the government has combined
  31.           more than 100 data bases on bank records, criminal suspects
  32.           driving records, census data, and myriads of business and
  33.           financial activities of millions of honest law abiding citizens.
  34.              Fincen is the largest government run artificial-Intelligence
  35.           data base ever established. Fincen has over 200 employees from
  36.           the IRS, the FBI, the Secret Service, and the FDIC and works
  37.           closely with the BATF, the CIA, and the Delense Intelligence
  38.           agency. FINCEN acts as a collection point, clearing and distri-
  39.           bution center of computerized data for virtually all other govern-
  40.           ment agencies. Data which it receives and redistributes comes
  41.           from: bank deposits, Fed bank reports, comptroller of the cur-
  42.           rency reports, FDIC bank reports, census income figures. Cus-
  43.           toms monetary reports, and FBI and DEA drug data.
  44.              Fincen currently has access to over 35 financial data bases,
  45.           and they will create another 100, including computerized land
  46.           records, real estate records, credit reports, CTRs, Form 8300,
  47.           bank reports, etc. The models, data, financial patterns, and
  48.           individual names generated by Fincen are being shared with the
  49.           IRS, its Criminal Investigation Division, and state and local
  50.           governments. Before a recent amendment to the "Right To
  51.           Financial Privacy Act" passed, these activities were illegal
  52.           VIRTUALLY ALL THE ACTIVITES OF FINCEN VIOLATE THE U.S.
  53.           CONSTITUTION'S 4TH ADMENDMENT GUARANTEE OF THE RIGHT TO PRIVACY.
  54.              Fincen and the U.S. government officials ADMIT that FINCEN
  55.           IS A TRAIL RUN FOR A WORLD SYSTEM OF FINANCIAL TRACKING,
  56.           SURVEILLANCE, AND CONTROL. Fincen is an essential element of
  57.           George Bush's and Michail Gorbachev's NEW WORLD ORDER and of
  58.           the coming New Age.
